The Municipality is regarded as the country’s basic regional organization.

As a matter of fact, it has been granted several authorities by law to carry out its duties that are summarized in running the public affairs of citizens.

Furthermore, the Municipality is responsible for the developmental works within the region as it is considered as the primary factor of development as well as achieving development at such regional level would promote a comprehensive national development.

Moreover, the differences and variations between Municipalities required handling the developmental situations of each region separately, from here, the Municipal Development Plans emerged in order to reflect these requirements.

Insofar the legislator granted Municipality with broad powers and administrative independence in this area for its activation so that it would be able to meet its developmental requirements, yet it is relatively independent rather than formal.

Hence the study of the Municipal Development Plan reflects clearly the dominance of the Central Administration on the path of its embodiment especially in the view of the fact that the Municipality is unable and incapable to finance its own development programs.
