The issue of human rights was officially adopted by the Security Council after the end of the cold war, when a set of resolutions were issued under chapter VII of the United Nations charter related to adapting grave violations as a threat to international peace and security.

On the other hand, the Council has been affected by the practices of its permanent members, who have transformed it into a subsidiary instrument through the privilege of the veto that they enjoy and employ according to their interests.

This has led to the obstruction of the Security Council and its failure in the accomplishment of its missions, especially in the field of human rights protection.

In fact, in many cases of human rights violations, despite their size and gravity, the Security Council was unable to intervene due to the interception of some of its permanent members and in some situations to the unwillingness to interfere because of the contradiction with the interests of other members.

Le Conseil de sécurité considère, à travers ses décisions, que les atteintes aux droits de l’Homme constituent aussi des atteintes à la paix et à la sécurité internationale.

Il est a noté toutefois que celui-ci apparaît, plus que jamais, influencé par ces membres permanents, ce qui amoindri son action dans la protection des droits de l’Homme.
