السكن العشوائي بين أدوات التهيئة و التعمير و ممارسات الفاعلين : دراسة ميدانية لمدينة بئرالعاتر-الجزائر

This paper addresses the problem of informal settlements and the accompanying challenges, facing these urban agglomeration, it also aims to answer a certain pertinent questions, that have a relationship to this study, such as controlling urban growth and to pervasive demand of urban land and its impact on the consumption of space, this will enable us to achieve results, designed to assist players in developing programs, to address the various issues they face in terms of city management and achieving the objectives of urban planning and sustainable development.

The city of Bir el Ater, is a medium-sized city located in the east of Algeria on the border with the Republic of Tunisia, It is an illustrative case study for this problem, we have adopted to address the key issues of this problem a practical approach land, which gave us the opportunity to meet some actors: politicians and heads of administrations of technical services responsible for urban planning, this has given us the opportunity to address the deficiencies in the city regarding urban crime and the description and analysis of different practices of the public and stakeholders on illegal constructions.

This study allowed us to draw some of the causes of this urban phenomenon, among which we can mention, the growing gap between the population and the content of the property legislation, the lack of coaching practice to theoretical studies and finally the lack of controls to achieve the assigned objectives, for this we have made some suggestions for the revitalization of the role of all partners and stakeholders in this field, and invest much more in the theoretical work for the development of more flexible process for the establishment of a new framework in order to avoid the cities urban anarchy.

Cette communication traite la problématique de l’habitat informel et les défis d'accompagnement, auxquels sont confrontés ce genre les agglomérations urbaines, elle vise également à répondre à une certaines questions pertinentes qui ont une relation au sujet proposé, telle que la maîtrise de la croissance urbaine ainsi qu’à la demande galopante du foncier urbain et ses répercussions sur la consommation de l’espace.

Ceci nous permettra d’aboutir à des résultats, ayant pour objet d’aider les acteurs dans l’élaboration des programmes pour affronter les divers enjeux auxquels ils sont confrontés en termes de gestion des villes et la concrétisation des objectifs de la planification urbaine et du développement durable.

La ville de Bir el Ater, est une ville de taille moyenne qui se situe à l'Est de l'Algérie sur la frontière avec la République Tunisienne.

Elle est un cas illustratif pour cette problématique étudiée.

Nous avons adopté pour répondre aux questions clés de cette problématique une approche pratique de terrain, qui nous a donné l'occasion de rencontrer quelques acteurs: les élus et les responsables d’administrations des services techniques chargés d’urbanisme.

Cette démarche nous a donné la possibilité de relever les irrégularités dans la ville en ce qui concerne les infractions urbaines et ce par la description et l’analyse de différentes pratiques de la population et des acteurs en matière de constructions illicites.

Cette étude nous a permis de tirer certaines des causes de ce phénomène urbain.

Parmi lesquelles nous pourrons citer : le fossé qui se creuse entre la population et le contenu de la législation immobilière, l’absence de l’accompagnement pratique aux études théoriques et enfin l’absence de contrôle pour atteindre les objectifs assignés.

pour cela nous avons apporté quelques suggestions pour la redynamisation du rôle de tous les partenaires et des acteurs dans ce domaine, et d’investir beaucoup plus dans le travail théorique pour l’élaboration d’un processus plus souple pour la mise en place d’un nouveau cadre de travail afin de faire éviter aux villes l’anarchie urbaine.
