Law 17-10 on money and credit allowed in January 2019 to release 6.556.2 billion DA.
Of this amount, only 3.114.4 billion DA are injected into the economy.
It is a monetary seigniorage operation.
Our study had shown that, in the context in which this financing was adopted, it had made it possible, at least in the short term, to make the intertemporal budgetary constraint of the State viable because of the graphical and econometric results obtained on the one hand, and to continue the social character of public spending as the calculated index remains largely unchanged since the 2014 oil shock.
However, our analysis does not endorse the way in which these funds were distributed.

La loi 17-10 portant sur la monnaie et le crédit avait permis en janvier 2019 de dégager 6.

C'est une opération de seigneuriage monétaire.
Notre étude avait montré que dans la conjoncture où ce financement a été adopté, il avait permis du moins à court terme, de viabiliser la contrainte budgétaire intertemporelle de l'Etat du fait des résultats graphiques et économétriques obtenus d'une part, et de continuer le caractère sociale des dépenses publiques du fait que l'indice calculé « IDS », représentant la dépense sociale, reste sans forte variation négative depuis le choc pétrolier de 2014.
Cependant, notre analyse ne cautionne pas la manière dont ces fonds ont été répartis et alloués.
