The current research seeks to provide a theoretical and practical framework on the extent of the possibility of adopting the strategy of industrial clusters in light of the availability of elements of organizational culture.

As companies can invest what they possess of the elements of organizational culture in adopting the strategy of industrial clusters by forming joint alliances and in a way that gains them strength to face external threats in a way that achieves them a remarkable competitive advantage.

Accordingly, in order to define the role that the elements of organizational culture can contribute to adopting the strategy of industrial clusters in our companies.

A hypothetical scheme has been designed from which several hypotheses emerge that reflect the relationships of influence and influence between the elements of organizational culture and the strategy of industrial clusters in the General Company for General Cement Industry/Northern Cement Cooperative/Nineveh.
