مدى توافر متطلبات تطبيق الحكومة الإلكترونية في البيئة العراقية وفقا لمؤشرات (EGDI)‎ and (EPI)‎ : دراسة تحليلية

This study aims to analysing the availability of the requirements of the application of e-government and then determine the basic requirements to suit the Iraqi environment, according to the United Nations study about E-Government Development Index (EGDI) and E-Participation Index (EPI) for the latest issue.

Whereas, it is the only global report to assess the situation of Member States with regard to the development of e-government for countries to each other, it is thus a way for countries to learn from each other's experiences and as a tool for development.

Where the researchers concluded that the Iraqi environment does not meet the proportion of more than 30% of these requirements for the availability of e-government applications, it is possible to provide many of them, but they need legal legislation through which an initial application of e-government can be implemented.

Based on the results of the analysis of the indicators and the conclusions of the research, some recommendations can be summarized as follows: 1.

Modernization of the decentralized government accounting system, in line with the electronic payment procedures for government financial transactions, which can provide many services online.2.

It is preferable to eliminate the benefits that a company (Q Card) imposes on citizens for its services, through a proposed mechanism.
