The preliminary section introduces the lexical definition of authority and the concept as a technical term in criminal law.

It also defines the crime victim and the injured party, explains their relationship to the authorities in charge of criminal procedures, and sheds light on justification to these procedures in Islamic jurisprudence and the law.

The first section speaks about the legal and legitimate bases for safeguarding the rights of the crime victims and the injured party in Islamic jurisprudence and law.

The second section deals with the failure of criminal authorities to protect the rights of crime victims and the injured party and their right to have compensation according to the law and Islamic jurisprudence.
