المدينة الجديدة علي منجلي، الناتجة عن السياسة التطوعية للدولة، تقع في الضواحي الجنوبية لمدينة قسنطينة وسيبلغ عدد سكانها أكثر من 200000 نسمة في عام 2019.
تخضع للنقاش لمدة عشر سنوات حول اسمها و ظائفها و مكانتها و تطورها.
الآن، أثبتت نفسها ككيان حضري مستقل، و قاعدة اقتصادية، و قيادة إقليمية (ولاية منتدبة)، بالإضافة إلى قطب جامعي (جامعتان، 3 مدارس عليا) أسس عند إنشائها.
في هذا المقال، سنركز اهتمامنا على هذه الوظيفة الجامعية، فنفترض أن المدينة ليست هي التي تصنع الجامعة أو العكس، بل نحن أمام سياسة تطوعية إرادية مزدوجة.
إذا ما هي العملية الإقليمية التي سيتم تنفيذها لغرض مدينة جامعية ؟

The new town Ali Mendjeli results from a voluntarist state policy.
It is located in the southern periphery of the Constantine metropolis and has more than 200,000 inhabitants in 2019.
Since a decade, this new city is the subject of many studies and debate about its denomination, functions, status and development.
From now on, the new city Ali Mendjeli is considered as an autonomous urban entity, economic base, territorial command (wilaya delegated), as well as university pole (2 universities, 3 higher schools) initiated by the State at the time of its creation.
In this paper, we will focus our attention on this university function, we suggest that the city does not make the university and that neither the university does, but that they are the product of a double voluntarism, in this case, what would be the territorialization process to achieve for having a university city?

La ville nouvelle Ali Mendjeli, issue d’une politique étatique volontariste, se situe dans la périphérie sud de la métropole constantinoise et compterait plus de 200 000 habitants en 2019.
Sujet à débat durant une décennie sur sa dénomination, ses fonctions, son statut et son développement.
Désormais, elle s’est affirmée à la fois comme entité urbaine autonome, assise économique, commandement territorial (wilaya déléguée), ainsi que pôle universitaire (2 universités, 3 écoles supérieures) initié par l’Etat lors de sa création.
Dans cet article, nous focaliserons notre attention sur cette fonction universitaire, nous émettons l’hypothèse que ce n’est point la ville qui fait l’université ou bien son contraire, mais qu’elles sont le produit d’un double volontarisme.
Dans ce cas, quel serait le processus de territorialité à réaliser pour une finalité de ville universitaire ?
