This study deals with the rights of intellectual property and its role in promoting scientific research and development.

The study The study aimed to identifying intellectual property rights: their concept, importance, types, and the most prominent laws regulating it, and the concept of scientific research : its types and Constraints.

In addition to shedding light on the Egyptian law of intellectual property protection, and Identify the most important content of intellectual property protection laws in international agreements and take advantage of them to do this study, and develop a proposed concept for the protection of the intellectual property right based on Law 81 of 2002.

The importance of the study lies in the need for a proposed concept of a law that regulates and encourages work in the scientific and academic community and takes into account intellectual property rights.

The Methodology of This study uses the descriptive analytical approach because it is the most Suitable for the nature of the current study; which is described and analyzed the various literature that related with this subject, and display of ideas, analysis and then derive judgments and finally reach the results.

The study ended with make A Proposed perception or vision for the intellectual property right law to avoid the defects of law 81 of 2002 which Commensurate with the requirements of the age and technological development, and also to overcome the problem of this study.

This study has reached to the following results: The need to introduce several Modifications to the intellectual property right of the 2002 law.

The importance of having alow of copyright to encourage scientific research, development and to push researchers towards creativity and innovation.

The Analytical study also concluded that the Arab Republic of Egypt take care to sign agreements related to intellectual property rights and is One of the first countries in this regard.

The study concluded to should to be there an institution or body for the settlement of intellectual property rights disputes.
