Universities are the cornerstone of higher education, where the processes and activities that develop the resources of the people, human building, and develop their cognitive abilities, skills and self-experience in order to improve the quality of performance and achieve the development of the organization and society.

Therefore, in order to achieve the objectives of the study, a sample was chosen from the members of the board of the College of Physical Education and Sports Sciences/ Kirkuk University, (30) individuals for the purpose of surveying their views on the requirements of TQM and the extent to which they can be applied to the educational and training services provided by the college in order to improve its performance.
