Après avoir été fermée à elle-même et les conditions de son contact avec le monde extérieur quasi inexistantes, l'institution punitive est devenue aujourd'hui une institution de réforme et de réinsertion sociale du détenu, préservant sa dignité et entretenant l'espérance de vie d'une manière différente, contrairement à ce qui était le cas auparavant.

le droit à un environnement ouvert est l'un des droits de l'homme d'un détenu qui démontre son bon comportement et son retour à son humanité, contrairement au système d'environnement fermé qui entravait les programmes de réforme et de réhabilitation en raison de la surveillance élevée et des hautes clôtures avec lesquelles il est difficile de réadapter le prisonnier pour la vie normale après sa libération.
