The study of human resources falls within the distinguished academic fields, where that thehuman element is the universal mind for the development of science and knowledge, and wespecifically mention and to the extent that it relates to this research variable economic.

As the work isof fundamental importance in achieving production and the building of development, also thiselement is hot ent from its role in developing the economy through the means of creativity, knowledge and employment in accordance with the correct path that includes all the capabilities ofmoral and material support from governments aimed at building a distinct structural base of economicelements Which collectively contribute to building the national economy system, as well asconsolidating the productive base through achieving economic and social welfare for the wholesociety.

From this introduction, the importance of the subject takes a great deal of care and accuracy inmanaging human resources, promising and conscious management, on the basis of methodology andapplication to achieve the desired goal, in addition to the importance of human and intellectualresource being a creative and knowledge resource renewed towards developing the style and methodsof career and specialized work in various sectors the state and society, specifically the economicsector.

From this perspective, this research can include four axes, in addition to t introductory axis (andbriefly as basic axes from a research), and each of them represents an input from human resourcedevelopment in order to reach an sophisticated stage of intellectual advancement and scientific forvarious economic sectors and by activating programs development for development and training of thehuman resource as a supportive basis for the comprehensive development process of the nationaleconomy and in all functional and specialized, fields as an approach and application
