The aim of this research is to identify the obstacles facing the public relations and quality departments in spreading the culture of quality in schools.

The research focused on the concept and roles of public relations and the meaning of quality culture, components deployed, mechanisms and the constraints of its publication.

A field study was conducted and descriptive research approach was used in terms of theoretical framework.

The questionnaire was used as a field study which includes a set of phrases that show the obstacles to the dissemination of quality culture.

The research tool was applied on members of public relations and quality in directorate, educational departments and schools in Dakahlia Governorate.

The study found that the public relations in Ministry of Education is a distinguished job have a special nature, and have a major role in changing the attitudes of public opinion, and achieving a good reputation for education, and that the culture of quality is a set of values and general behavior has many componentsIncluding moral, behavioral, material, moral and cognitive.

The study also found that some leaders don't understand the culture and quality goals, and their lackof team spirit within public relations departments.

The research also presented a set of proposals to face obstacles publishing of quality culture including:

Attention to Media publishing for quality culture inside and outside the educational institution.

Awareness work for senior leaders about the importance of administrative empowerment.
