The parliamentary opposition is a cornerstone of the democratic system and the necessity of the success of any government.

The presence of the parliamentary opposition is in line with the democratic process that can lead the political process and the performance of the government, as well as exercise the important oversight role to face and rectify mistakes.

Thus, it is not possible to measure the effectiveness of the performance of the legislative institution in the political systems without measuring the effectiveness of the parliamentary opposition and its role in the process of democratic transformation.

The presence of real parliamentary opposition reflects the availability of a sound democratic practice.

Conversely, the ence of such opposition means regression and regression of real democratic practice and thus imbalance between the legislative and executive branches.

The importance of the opposition lies in the recognition of the ruling authority by the establishment of a peaceful opposition organized away from violence to be legitimate within a constitutional and legal framework.

The problem is that there is no special legal system that regulates the work of the parliamentary opposition in most contemporary constitutional regimes, except for some countries, such as England, which is the model of parliamentary opposition With no role for the opposition in Iraq.

The existence of effective parliamentary opposition within national parliaments, Democratic principle, the principle of the peaceful transfer of power and thus the revitalization of parliamentary life and improve the performance of the legislative authority and create a formal opposition and official rights and duties that achieve a balance within the official bodies and turn this opposition to a political institution.
