Terror has a bad history that everybody suffered and is still suffering from.

This phenomenon settled all development and progress movements in developing countries and destroyed the infrastructures.

Before that, it participated in destroying the man.

Being international by experience and performance, it succeeded to lead many people to join these groups according to the collective behave and mind.

Consequently, the number of terrorist groups has enormously increased and grown threatening the social structure.

This study aims at detecting the most important real social factors that leaded some individuals of Anbar community to join terrorist groups, detecting the most important factors of increasing terror phenomenon, what is the social cost of the terror generally on Iraq and especially on Anbar.

Trying to reach a number of societal strategies appropriate to reduce the risks and the increasing of terror on the one hand, promote societal reality to help Anbar citizens in rejecting intruding concepts that aim to destroy them and the community at the same time.

In order to achieve the objectives of the present study and try to get benefit to the government to draw its social policy aiming at eliminating terrorism, the researcher adopted the analytical descriptive approach to achieve the research requirements and objectives.

He adopted the social survey method by selecting a specimen composed of (066) examined (male and female) of the local leaderships of Anbar province.

The questionnaire tool and case study were used to obtain real data and answers in order to enrich the study by information that the researcher can get benefit to identify and treat.

This study came to a number of facts, the most important are: The government's wrong policies led to the growth of terror.

Terrorists believe that these behaviors and actions bring them closer to Allah.

Poverty, unemployment and the deterioration of the economic state have a big role in the involvement of young people in these groups.

Religious, political and informative extremist discourse, of the official and non-official bodies, played a major role in the growing phenomenon of terror in the western region of .Iraq.

Under these conditions, Anbar's citizens became more fearful about their own security To reduce or to eliminate the risks of this phenomenon, it is suggested to adopt a reformist model according to the strategy of institutional networking and an economic, security, educational and social strategies.
