The affection of government protection of the displaced people and the financial compensation that is given to them of the terrorist actions in strange then the moderation speech and social development.

The appearance of terrorist phenomenon in some country reflects its weak social community and reflects its failure to manage duties of its institutions, the reasons of terrorist´s appearance become to be obvious, these reasons made a fertile land to make the ideas of terrorist grow.

Moreover, the displaced people were the most damaged victims with their lives and properties and the effects of this phenomenon effected on the most important humanity necessary which are their social program and their inside peace.

So, it is important to focus on the factors of achieving the social peace through a legal study to know the affection of modern civil government protection of displaced people, and compensates them financially because of what the terrorist groups did to them, beside the legal military actions, especially the damage of forced displacement, in strengthen the moderation speech and the social development
