إن الفوضى العمرانية السائدة و زيادة الحاجة إلى عمران منظم فرض على المشرع الجزائري سن نصوص قانونية يعمل من خلالها على تحقيق ذلك فزيادة على وضع وسائل التهيئة و التعمير درج إلى إنشاء هيئات إدارية مؤهلة قانونا بمراقبة العمليات المخالفة لهذه الوسائل بغية الحد منها و أسند إليها هذه المهمة الجوهرية في مجال العمران التي تترجم بخرجات ميدانية هذه الأخيرة متوجة بمحاضر ذات صيغة إلزامية متميزة بالشفافية التامة إذ تتحرى على المخالفات و تعمل على ردعها.
المشرع الجزائري يسعى جاهدا إلى تحقيق الفضاء الأنسب للحياة وذلك من خلال لامركزية الرقابة باعتبار الهيئات اللامركزية أقرب من الميدان و تكون رقابتها ناجعة أكثر مما هي عليه الرقابة المركزية كما أنه دعم هذه الهيئات بهيئات أخرى يغلب عليها الطابع التقني حتى تتمكن الدولة من بسط الرقابة على هذا المجال بنوعيها التقني و القانوني.
في الأخير تجدر الإشارة إلى أن هذه الهيئات حققت قفزة نوعية و أصبحت تمارس مهامها بنسب لابأس بها في الآونة الأخيرة

The prevailing urban chaos and the increased need for organized urbanization imposed on the Algerian legislator the enactment of legal texts through which it works to achieve this.
The core task in the field of urbanism, which is translated into field outputs, the latter is culminated in records of a mandatory formula distinguished by complete transparency, as it investigates violations and works to deter them.
The Algerian legislator strives to achieve the most appropriate space for life, through the decentralization of control, as decentralized bodies are closer to the field and their control is more effective than it is central control, and it also supports theseThe bodies are in other bodies of a highly technical nature, so that the state can establish oversight in this field with its technical and legal types.
In the end, it should be noted that these bodies have made a quantum leap and have begun to perform their duties in good proportionsRecently.
الملخص FRE
Le chaos urbain qui règne et le besoin croissant d'urbanisation organisée imposent au législateur algérien la promulgation de textes juridiques à travers lesquels il travaille pour y parvenir.
La tâche principale dans le domaine de l'urbanisme, qui se traduit par des résultats sur le terrain, ce dernier est culminé par les enregistrements d'une formule obligatoire caractérisée par une transparence totale, car elle enquête sur les violations et œuvre à les dissuader.
Le législateur algérien s'efforce de réaliser l'espace de vie le plus approprié, à travers la décentralisation du contrôle, car les organes décentralisés sont plus proches du terrain et leur contrôle est plus efficace que le contrôle central, et il les soutient égalementLes organismes sont dans d'autres organismes de nature hautement technique, de sorte que l'État peut établir un contrôle dans ce domaine avec ses types techniques et juridiques.
Au final, il convient de noter que ces organismes ont fait un bond en avant et ont commencé à exercer leurs fonctions dans de bonnes proportionsDernièrement.
