Open educational resources (OER) are teaching, and learning, and research materials used to support education by reducing and removing barriers impeding education materials to be freely accessed, reused, modified, and shared.

Accordingly, OER has a great potential to provide important strategic opportunities to enhance access to knowledge, build capacity, and contribute to achieving quality, equitable and inclusive education for all.

This paper introduces the field of open educational resources and its integration in education in Arab countries, which would help a lot supporting and achieving the fourth goal of the sustainable development goals SDGs in the Arab region, aiming at “ensuring inclusive and equitable quality education and promote lifelong learning opportunities for all”.

This paper encompasses three main parts, the first of which recalls the OER concept and background, and some of the key aspects related to the use of OER, specifically the licenses that allow these uses.

Then, we shed some light on the Recommendations on OER featured in Ljubljana action plan and adopted unanimously by the UNESCO General Conference, with the general aim to support further the creation, use and adaptation of inclusive and quality OER.

The second part briefly explores the current situation of open educational resources in some Arab countries and highlights the potential of OER to improve education, especially if they are used, exchanged, shared and developed jointly and collaboratively, throughout Arab countries .

Finally, the third part features the most important contributions of ALECSO organization to fostering the use and production of open educational resources in Arab countries through a number of projects and activities that have been implemented in this field.
