The study aimed to identify the most important Palestinian social welfare policies offered to the released prisoners, to uncover the most important challenges and difficulties that impede the provision of social care to the liberated prisoners.

The study used the case study as a research method.

It also used the in-depth interview as a tool to collect data from the field in a specially prepared manual which was implemented on a sample of (30) prisoners and (18) liberated prisoners working in the Committee of Current and Released Prisoners in Bethlehem Governorate.

It has been concluded that: 1.

The social welfare policies offered to the liberated prisoners after their release from the prisons are limited to certain services, such as education and vocational courses.

The released prisoner is given a certain financial salary.

This item of the policy is not applicable to everyone.

There are certain procedures and conditions for obtaining Monthly salary.

There are no consistent mechanisms that can protect prisoners that have the right to live in dignity.

Besides, there are no private places or specific institutions, which are supported financially, that can embrace prisoners, so that they cannot feel as if there were a burden on their own society.

The most important challenges facing the liberated prisoners attribute to the excessive number of prisoners, the insufficiency of the institutions that provide services to them, the poor economic situation, the lack of independence among the private institutions, the practices of the Israeli occupation, and the control of transferring their own funds.

There are no clear plans to accommodate the number of released prisoners.

The social welfare is almost non- existent and unavailable, especially the strict conditions of the governmental institutions, and their lack of flexibility.

The social welfare of the liberated prisoners is reflected into the existence of social adjustment to them, but there is no social welfare and social rehabilitation as desired.
