During the regime of Abdul-Rahman Arif, the government worked on reinforcing the role of Iraq by strengthening the ties with the Arab states as well as with neighbring countries represented especially by Turkey and Iran The strategic triangular represented by Iraq, Turkey, and Iran is an essential center to the Arab and foreign countries throughout a line starting from Afghanistan.

Iraq, Syria, and Lebanon and ending to the Mediterranean Sea and the western European countries.

Because of this, Iraqi government during the regime of Abdul-Rahman Arif realized that the guarantee of the national security of Iraq is achieved by containing and understanding the demands of the neighboring countries especially Turkey and Iran had a long history with these two countries and always had concern, distrust, and caution from the interests showed by them.

The policy of good neighboring adopted by Abdul-Rahman Arif with Turkey and Iran was a key element of the political stabilization and support for his ruling regime.

The conflicts occurred between these countries and Iraq proved the loss of the international balance to the country and creation of tension and thus created huge interests to the great western countries which have been planning to create unsettlement and disorder specifically in that region.

Consequently, the relative stabilization with the neighboring countries leads to the benefit of the shared interests to the three countries altogether, the reinforcement of economic development, increasing the level of the exchange, as well as strengthening the political and cultural relationships and the regional integration between the countries of the region
