This research aims to study the principles and methods of concluding public deals, as they are among the important administrative contracts.

The administrative contract, in so far as it provides the contracting parties with rights, produces and entails a set of reciprocal obligations that are stipulated in the contract or in the book of assumptions ,and in this regard, we tried at the beginning through our study The topic is to determine the definition of public deals with mentioning the most important principles framing the conclusion of public deals, then after that, we have mentioned the most important methods of concluding public deals, which are divided into two types Finally, we presented conclusions and recommendations that contribute to addressing the difficulties that hinder the conclusion of these public deals.
