The progress in the quality of security education and training that the world is witnessing today requires security agencies and institutions to adopt modern scientific concepts in managing these facilities, and among these concepts is working to support the concept of integration between security needs and the quality of scientific programs provided in security educational institutions, especially graduate studies programs, and work on Finding an effective strategy that guarantees the quality of education with the necessity to apply the principles of strategic planning in police colleges in order to continue to face the developments and security challenges.

The research aims to create an integrated framework linking quality standards and academic programs at the level of academies and security educational institutions by developing and changing education and training systems to confront the new criminal forms, especially since graduate studies programs are characterized by their theoretical academic content in accordance with the foundations and standards of higher education, and is also characterized by repetition of Where the courses and their scientific content without essential additions, which increases the importance of paying attention to the principle of integration between security needs and the scientific programs presented.

Therefore, the basic idea of the study is to achieve integration between educational programs provided in state institutions and quality standards, in addition to coordination between all quality requirements and the resources of security educational and training institutions to ensure that educational programs provided in security institutions are appropriate to contemporary security challenges, and it is the most important basic benefits resulting from the concept of integration.
