The issue of the temporary, which at some point domineers the management path of sport, raises many haunting questions and at the same time many apprehensions.

The temporary management is linked and closely related to the strong presence of the state’s authority, and by contrast, the absence of associative work mechanisms.

This organic link, despite the short period of time it takes, raises a whirlwind of criticism considering the inferior and skeptical view of every intervention of the state in a field used to work in the scope of volunteerism and free work, and the source of fear is that the temporary will turn into a permanent management in time and place.

There are those who liken this situation to penetrating and violating the principles of democracy and withdrawing the decision-making power from the hands of voters and sports associations to delegate to the benefit of state employees, knowing that the prevailing view towards public administration is not mostly positive.

On the methodological level, we will seek, in a first stage, to understand the phenomenon of temporary committees that reflects the direct management of sports by the state instead of remaining in its natural framework, by private persons.

In a second stage, the focus will be on the legal framework with a review of some experiences and clarification of the path that leads to the creation of a temporary committee, And finally, a reading in some experiences, on the horizon of establishing the principles of governance in the management of sports federations.
