The creation of the Economic, Social and Environmental Council in Morocco as an advisory body alongside the government and parliament comes within the framework of institutional building and the adoption of a number of reforms in the last two decades, within international and regional contexts marked by economic and social crises in the Arab region.

Thanks to the diverse composition of the council that represents the various activities of society as defined by the organizational law 128.12 related to the council, the legislator sought to give greater value to the council’s opinions despite their advisory nature.

Regarding the economic, social and environmental situation, or preparing reports and studies on some current and urgent issues, the government and parliament respond to it, not in the form of referrals or out of self-referrals.

The council’s work formed a data bank at the disposal of the public authorities in Morocco.

However, an analytical reading of the council’s structure and terms of reference showed a number of observations that should be corrected and strengthened in order to give greater efficiency to the council’s views and actions .
