The nature of authoritarian regimes has changed since the end of the cold war, as a result of the adoption of a set of political reforms through which they sought to apply the principles of electoral competition.

However, in the course of political reform, it has been observed that flawed practices are not conducive to a democratic transition, to the that the dominance of the authoritarianism state over the transition process is enshrined, and that a set restrictions against the political opposition when it comes to power have been set up, be cause it cannot achieve a change in the political structure to exercise power.

These regimes depicted as hybird political reform, making them not closed authotitarian, but not democratic, and this theoretical contribution provided a set of valuable discussions that understood the post-cold war transitions of authoritarian regimes.

The hybrid system tends, therefore, to be described as flawed democracy, if its practices are closer to the democratic system, whereas a hybrid system characterized by electoral authoritarianism, its creteria are closer to authoritarianism.
