Measuring the administrative work of the Department of Higher Achievement is a basic and base work of sports federations of great and renewed importance to all departments of sports federations, including individual and individual games, in order to hope to achieve their goals, and it must be applied in the optimal way, and that the continuation of these departments by adopting the same approach without changing without Keeping pace with this change and creating weak satisfaction among the workers, the Iraqi street, and the media amid the attention of the affiliates under their administration.

Therefore, the federations in the Olympic Committee in general need critical strategic practices to face today's challenges in issues of high achievement.

Therefore, the research aimed to build a measure of strategic planning for managing high achievement to identify the strengths and weaknesses of some unions in terms of performance of managing high achievement.

The researcher used the descriptive approach on a sample of members of federations in the Iraqi National Olympic Committee, and prepared the scale of strategic planning and building it, after applying it to the sample.

The researchers concluded that building a strategic planning scale for excellence in managing the high achievement of Olympic sports federations in Iraq, and the answers were generally acceptable at the level, and this is evidence of the acceptability of strategic planning in managing the high achievement of the Olympic sports federations in Iraq.
