The aim of the research is to: 1 - Building a measure of the core capabilities of sports clubs in the province of Kirkuk.2 - Identify the level of core capabilities and factors for the clubs of the province of Kirkuk from the point of view of its administrative bodies.

The researchers used the descriptive method of the survey methods and correlations to suit the nature of the research problem.

The research community consisted of the administrative staff of the heads and members of the administrative body of the sports clubs in the province of Kirkuk and the number (20) clubs distributed throughout the province of Kirkuk has reached (170) members and president For administrative bodies.

To obtain the data related to the achievement of the research objectives, the researchers were required to construct a measure of the core capabilities of the members of the administrative bodies of the sports clubs in Kirkuk Governorate.

The researchers adopted the questionnaire as a tool for collecting data.

The researchers reached the following results: 1- The core capabilities of sports clubs were built in Kirkuk province.2 - Sports clubs in Kirkuk province in the level of core capabilities on the following: (in the dimension (human capital) ranged between (good and very good), in the dimension (organizational learning) achieved a very good level, in the dimension (strategic leadership) Achieved a very good level, in the dimension of (effectiveness of operations) achieved a very good level, in the dimension (strength of organizational resources) ranged from the level (good and very good), there is an impact of the core capabilities in the organizational effectiveness of the clubs of the province of Kirkuk, the most fundamental dimensions of the impact of In organizational effectiveness is (the strength of organizational resources)).

The researchers recommended the following: 1 - Apply the core capabilities scale on the clubs of Iraq to see the level of
