Since the early nineties of the last century, the Dubai government realized the need for its municipality to open up to the developments taking place in the various cities of the world, so the rulers of the emirate directed to: give a wide area Dubai Municipality to establish external relations with international and regional organizations, as well as establish relations with the municipalities of Arab and international cities.

From the experiences of those cities in the civil and urban development, and thus Dubai Municipality succeeded, within a few years, to impose itself forcefully in various regional and international events, conferences and seminars and in various specializations, and it also succeeded in making Dubai one of the main centers for holding such conferences, in order to be able to employ its commercial openness to guide Companies and capital to work in Dubai.
