The Supreme Judicial Council plays an important role in all stages of criminal proceedings and procedures in general and at the investigative stage in particular, and may have a direct role in interfering in its procedures as a fundamental player in accordance with the procedures established by the law, and may have an indirect but effective and effective role in those proceedings, guiding the courts, investigating judges and judicial investigators in a manner that does not violate the law, explaining and detailing other matters that lead to those procedures without directly interfering with them through plans.

The guidance for all new situations and circumstances is appropriate.

The importance of the preliminary investigation in collecting the material and moral evidence reached at the inference stage and examining it before presenting it to the trial court, since the preliminary investigation involves the conduct of coercive and reparation procedures in order to reach the truth, which is guaranteed by the legislator with certain guarantees that should be observed so that individual freedoms are not to be flouted without any necessity.
