The research aims to: - Building a scale for the administrative empowerment of the administrative and technical cadres of youth and sports forums in Salah al-Din Governorate.

- Identify the level of the dimensions of the administrative empowerment of the administrative and technical staff of the Youth and Sports Forums in Salah al-Din Governorate.

The two researchers used the descriptive approach in the two survey methods and the correlational relations for its suitability and the nature of the research problem, and the research community consisted of (215) administrative and technical staff distributed among (16) forums throughout the province of Salah al-Din and the research sample consisted of (180) employees representing their percentage ( 83, 720% ) of the research community, and the sample was divided into two parts, appointed by the building, which included (150) employees from the administrative and technical staff, representing (767.69% ) of the total sample, and an application sample included (30) employees also from the administrative and technical staff of Sample study college.

The two researchers adopted the questionnaire as a way to collect data, as the researcher built a measure of administrative empowerment in youth and sports forums.

The two researchers reached the following results: 1- The Administrative Empowerment Scale for Youth and Sports Forums was built in Salah al-Din Governorate.2- Youth and Sports Forums in Salah El-Din Governorate, in terms of administrative empowerment dimensions, obtained the following: - (delegation of authority) achieved a medium level, (participation in decision-making) achieved a high level (incentives) achieved a medium level (clarity of purpose) achieved a high level (training and development of creative behavior) achieved a high level.3- The highest moral relationship appeared between the energy dimension and participation in decision-making.

The researchers recommended the following: 1- Applying the administrative empowerment measure on the Iraq forums to know the level of the administrative empowerment of those forums.2- Forum administrations are keen to enhance interest in their staff by establishing stronger human relationships with them, developing them, giving them a wider freedom to work, motivating them, achieving their satisfaction, developing their sense of responsibility, increasing their participation in decision-making, and providing a more quality work environment to contribute to raising their morale and increasing their cohesion.3- Strengthening the motivation aspect of the forum workers by increasing the financial.
