It is committed by people who are at the forefront of society and serve as ideal models for its members.

Consequently, its commission and widespread created a society that is unable to produce good seeds capable of preserving public interests.

Therefore, they should be combated by all means which may foremost namely be: first, the penal legislation as the most effective in combating these crimes, or rather combating this phenomenon, which is the way that the Iraqi legislator dealt with as the crimes of corruption in the Iraqi amended Penal Code No.
