After the "Cold War", the Arab region became a field for the intervention of international organizations and major countries to resolve conflicts within this region, and at a time full of international events and changes, which undoubtedly affect the pattern of international relations, and humanitarian intervention is a new phenomenon in international relations, especially after the end of the " Cold war ”, as outbreaks of internal and regional wars and conflicts in many countries, especially with regard to ethnicities, and this created the impression that the post-Cold War world would be more violent than its predecessor and imposed an excuse on states and international organizations to interfere to protect“ minorities ”under the rationale for protecting rights Human rights and protection of "minorities" and the provision of humanitarian assistance.

The United States of America and its allies used humanitarian intervention as a political tool to achieve its goals, and impose its own vision and its own standards related to protecting its own interests, relying on the factors of success of its intervention, represented by rapid implementation and low material and human costs.

The role of the Security Council has become the main responsibility assumed for the maintenance of international peace and security limited to finding the legal legitimacy of the intervention process, in line with the interests of the permanent members.

Opinions diverged on the concept of humanitarian intervention, but it is politically a reflection of the reality of power in international relations and the international system.

The strong state employs its capabilities if its political and economic interests are endangered in order to eliminate its sources, meaning that there are no interests that will hold countries back from taking the intervention decision or even thinking about doing With intervention, interests are the motive behind states ’decision to intervene, and this decision differs in different interests, whether political, economic, or security, or to achieve international status.
