Administrative corruption is a social phenomenon that threatens the security and stability of societies and hinders their development since it results in a lack of confidence in institutions and the personnel.

Corrupt officials benefit from changes in the world of technology, information and technological development, and the disappearance of border customs between states.

This has led to the emergence of new corruption crimes.

A situation characterized with a lack of trust in laws, personnel and institutions does contribute to weakening the state, preventing any change or reform to create a state of law and order and it leads to misuse of power and bribery.

Thus, states are keen to eliminate this phenomenon.

In this regard, Saudi Arabia has ordered all its systems and institutions to find an effective solution to fight administrative corruption through developing effective strategies in addition to cooperating with a group of countries to exchange experiences of fighting corruption
