The protection of intellectual and literary property rights and its related systems in library and information institutions is one of the important topics that contributes enormously in the field of libraries and information science today, however it is undisputable if one tends to think of the crucial and pivotal role it plays in contemporary organization with the anticipation of deep controversial between International institutions in this sensitive area, searching for the legislative framework and protecting works in writings for the aim of developing the message of institution in the area of library and documentation studied which is directed towards different spheres, such framework is considered as economic backbone that represents libraries as service institutions or business organizations which contributes immensely in protecting patent and innovation.

The aim of this study is to shed light on intellectual property legislation as well as to try to limit all prevention and legislation indicating intellectual property and how to benefit from legal systems in this field, and what are the optimal methods that should be followed to achieve the benefit and preserve the message of rights and legislation in Algerian institutions and preserve their vital role in the development of organizations.
