الملخص الإنجليزي

The study aimed to identify the reality of human resources management in educational directorates in the southern governorates of Palestine, then put forward a set of organizational excellence models in human resources management.

To achieve the goals of the study, the two researchers used the descriptive approach with the method of quadruple analysis (SOWT) and the Delphi method for the forward-looking studies.

The sample of the study was a group of experts and specialists in human resources management in the Ministry of Education and Palestinian universities and minorities.

The Delphi rounds have resulted in five areas for the development of human resources management in the directorates of education in the light of organizational excellence models, as follows:(planning and management of human resources - development and training of human resources - justice and transparency of human resources systems - culture of excellence - appreciation and motivation of human resources).

The two fields (planning and management of human resources - development and training of human resources) received the highest degree of attention and focus from specialists in Delphi rounds, The study recommended: generalizing and disseminating areas and standards of excellence that must be available in the systems of human management in all directorates of education resources
