The beggary of female minors is a serious social phenomenon; it represents violence against woman and childhood in an outrageous violation of international conventions and declarations, constitutional principles, and the laws that protect human rights.

This phenomenon reflects the defect in the social and legal system as well as the increasing number of the society members who suffer from poverty, deprivation, and the dearth of justice in the society.

Researchers have been trying hard to study this phenomenon.

This socio-legal study has adopted the documentary approach to analyze statistics and previous studies that relate to beggary, street children, marginal labour so as to highlight the similarities of results that are connected with the beggary of female minors.

The study also aims at realizing a better understanding of the inherited beggary behavior and the culture that effects it; the end result is to suggest solutions to this escalating phenomenon.

In addition, the study has documented the following: 1.

The abnormal conditions in Iraq have resulted into several social, economic, political, and security factors that relate to the beggary of female minors.

2.

The beggary of female minors shows an acquired behavior the minors inherit from elders in the family and community.

3.

In most cases, the female minors are maltreated and abused; this has resulted into prostitution and illegal children.

4.

The authorities neglect administering the laws; also, the sympathy toward the begging female minors is considered an encouragement.

5.

The difficulty of arresting the begging female minors because they are females, and they belong to the age group that helps them escape legal measures.

The study has suggested the following: 1.

It is suggested that the social policy should adopt an effective strategy of social development that guarantees saving children, and the weak groups like the poor, the widows, the orphans, and the disabled.

2.

The need to respect the law and train specialized cadres who can deal effectively with the problems of women and children.

3.

The need to develop awareness amongst citizens to face the abnormal phenomena, and refrain from encouraging beggars; this , of course, stems from the ulterior ethics of social solidarity and preservation.
