The current research aims to develop the test of verbal comprehension on the university students using the theory of response paragraph.

To achieve this goal, the researcher took the scientific steps in developing the test of verbal comprehension of Mike Bryon, which consists of (246),Distributed by (9) components (linking words (15) paragraph / linking words synonyms (19) paragraph / linking words Antonyms (39) paragraph / finding the new word (50) paragraph / (20) Paragraph / Use of Vocabulary (27) Paragraph / Determination of sentences or correct words (23), The test instructions were presented by giving one score for the correct answer and (0) for the wrong answer.

Then the test instructions and their paragraphs were presented to the experts in the educational and psychological sciences to ascertain the availability of the appropriate characteristics and their solutions in terms of form and content.

Logically to measure what is set for measurement.

The test was applied to a sample of (400) male and female students from the first stage (public universities / morning classes in the city of Baghdad).

They were selected in a multi-stage random sampling method.

The researcher adopted the theory of response of the paragraph To test the model's assumptions, the researcher followed the following: 1.One-dimensional: To verify this assumption, the nine components of the global analysis of the components were tested for the basic components.

One factor was obtained for each component, and the factor's interpretation was adopted at the lower limit (logman), which is statistically significant when the underlying root is equal Or more than (1), The factor was promised in accordance with the spurious clauses resulting from the use of the Bert and Panks equation, as it was the saturation test according to the equation of the first component (0.152).

When comparing the correlation coefficients with the critical value of (0.088) with a freedom level of (398) and with a significance level (0.05), the test proved to be functional.
