Various institutions in the sultanate of Oman seek to convert their services from traditional forms to the electronic form within the framework of the digital transformation of the country, and to provide them with better and higher quality.

the current study aimed to identify the factors that assist in the digital transformation in the sultanate of Oman from the viewpoint of the decision makers.

the study relied on the qualitative approach to achieve this goal by using the semi-structured interview as a data collection tool.

the sample of the study consisted of four government institutions, namely the ministry of technology and communications, the royal Oman police, the ministry of health and the ministry of education, as well as one private institution, bank Muscat.

the researcher conducted fourteen interviews with officials and decision-makers in these study case institutions.

the study came out with a set of factors that helped to push forward the pace of digital transformation in the sultanate, the most important of which are: the political factors that were represented in supporting the higher authorities in the country on the subject of transformation and establishing a special ministry for it, and issuing the royal decrees organizing it.
