The drug phenomenon is considered one of the most important and most dangerous problems facing both developed societies and developing societies alike.

The drug problem is no longer a harmful human phenomenon whose effects are at the limits of individual private life, but rather its impact extended to society as a whole.

Therefore, the drug phenomenon has received and is still - great attention.

On the part of specialists in the humanities in general and sociology in particular, therefore we urgently need to understand this phenomenon within the framework of global and local culture.

There are clear differences and differences between peoples' cultures, especially this differentiation between the culture of the people of the advanced north and the culture of the people of the backward south.
