This study aims to identify the effectiveness of employing the application of Blackboard Education On smart phones for the learner in the development of skills to deals with Some technological innovations according to analysis of the objectives of the instructional technologies course, and in the light of the International Society for Technology in Education (ISTE) standards for Students , and the level of satisfaction with learning among university female students, To achieve the objectives of the study, both the one-group quasi-experimental design and descriptive analytical approaches were used, and two scales were used as tools for the study, one was a measure of self-assessment, and the other a measure of satisfaction, applied to a sample of (55) female students who studied the curriculum of instructional technology in the academic year 1437/1438 AH, The study reached several results, the most important of which are the presence of statistically significant differences at the level (0.05) between the intermediate level of general skills to deal with Some technological innovations related to the concepts of the curriculum of instructional technology according to the self-assessment card; Before and after the learning process employ Blackboard Education application On smart phones for the learner among university female students For the benefit of the post-application, the results also demonstrated the contribution of employing the Blackboard Education application for the learner at the supportive level in achieving high levels of satisfaction with the learning process, In light of the results, the study presented a number of recommendations and Proposals .
