We will focus in this research on reativity and new ways of clarifying procedures being taken by Imam Ali (PBUH) prince of true believers to nation-building and state protection of public interests and most importantly, human needs that maintain any persons dignity regardless of his affiliations and thought, so this state take its gubernatorial from tolerant shariah and take its authority according to the objective circumstances and social needs and set up its riles conclude from the sacred text, Holy Quran was revealed by Allah to prophet mohammed, humanity had graduated at his hand to be able to protect their human behavior in accordance with reason and common sense.
