HRM has changed a lot over the years, the transition from the industrial era to a knowledge economy is the main reason for this transformation, however the public service in Algeria has changed little apart from the traditional approach.
Of personnel management built around a closed system, mainly based on the application of statutory mechanisms embodied by the legal and regulatory texts that govern all stages of the HR process: planning - recruitment - assessment - career management - motivation - discipline

La GRH a bien changé au cours des années, le passage de l'ère industrielle à une économie du savoir et de l'information est la raison principale de cette transformation, cependant la Fonction Publique en Algérie a peu évolué en dehors de l'approche traditionnelle de la gestion du personnel construite autour d'un système cloisonné, principalement fondée sur l'application des dispositifs statutaires incarnés par l'ensemble des textes juridiques et règlementaires qui régissent l'ensemble des étapes du processus RH: la planification – la dotation – l'évaluation – la gestion des carrières – la motivation – la discipline.
