The importance of investing in the health sector comes as a result of the basic role that health plays (as one of the types of investment in human capital) in human development in particular and in economic development in general through the orientation of the countries of the world, including Iraq, towards attention in the field of the health sector in order to advance the health reality and services, as well as improving services provided to citizens through the establishment of pivotal structures and investment in the establishment of specialized hospitals.

The descriptive and analytical approach has been relied on in dealing with and analyzing data using the criteria of commercial profitability in general and the criterion of net present value in particular.

The sensitivity analysis and the three hypotheses showed the hypothesis in the event of a decrease in revenues with stability of costs.

This hypothesis proved despite the decrease in revenues and stability of costs, it is possible to continue the project as the project is profitable and economically feasible.

In order to reach the basic needs of the health sector, the city's population, it is necessary to provide a database for the population of the city of Mosul, as the population numbers are the cornerstone in determining how much the city needs from the health sector.
