The research raised the AL-Hakima (Ruling or governing) expenditures in the context of the Iraqi annual public budget during the research period “2006- 2020”.

And adopted the hypothesis that: the evolution of these expenditures during the research period was not stable and did not keep pace with the development in public and current expenditures and the society needs.

The research reached some conclusions, the most important of which is the fluctuation of the components of public expenditures during the research period, as it consisted of 10 expenditure components in the year 2006, While there were 8 different spending components in 2012 and 2013, 7 different spending components for the years 2007-2011, 2015-2016 and 2020, 6 different components in the years 2018-2019 and 5 components in 2017.

Some suggestions (Recommendations)were made, including a review of the governing expenditures in general, and trying to reduce its components and figures, except for the ration card, medicines, and support for farmers.
