The issue of the alienation of foreigners in the light of contemporary regional and international changes has attracted the attention of all countries and many international and regional organizations.

The phenomenon of illegal immigration is one of the serious problems facing the international community as a whole.

The most important motives are psychological, social, economic and political.

The seriousness of this phenomenon is that it has many implications for the countries receiving migrants, the most important of which are the security, social, economic and health effects, as well as the tightening of sanctions on organizations and gangs interested in helping to smuggle human beings.

The international Declaration of Human Rights of 1948 and the European Convention on Human Rights of 1950 were concerned with freedom of residence as a basic human right to be safeguarded and protected.

Deportation, where international law requires the state to make the decision to deport the alien to prove that their presence on its territory threatens national or public security, or that there is harm to national economy, public health, public morals, or public housing must be free from arbitrary or acts that humiliate human dignity.

The same thing holds true for the implementation of the decision to deport.
