Human societies have witnessed since ancient times forms and patterns of crimes, perhaps including crimes of financial and administrative corruption.

That appeared with the development of life and the change of its methods .

In Iraq, corruption problems have become one of the important variables in societal construction, after a series of crises, wars and occupations, which left direct and indirect effects on structural institutions.

The most dangerous phenomenon is a concern over the last three decades, due to the upward curve that corruption cases draw in national and local indicators.

And this study will shed light on a preventive mechanism adopted by the Integrity Commission to limit the spread of this phenomenon, which is a financial disclosure procedure, to demonstrate the effectiveness of this procedure through comparison with other legislation that adopted the same mechanism .
