The hirak of February 22nd, 2019 in Algeria is a political movement that claims the exclusive sovereignty of the people over its institutions, with reference to the Articles 7 and 8 of the Algerian constitution.
This movement has freed a number of civil society actors and institutions, including the military institution that "accompanied" the movement in a first phase: the departure of President Bouteflika by the application of Article 102 of the constitution.
However, the lack of compromise will lead the two main actors, the hirak and the military institution, to a peaceful confrontation about the presidential election of December 12th, 2019.
These elections will mark the return to constitutional legality without solving the crisis of legitimacy.
الملخص FRE
Le hirak du 22 février 2019 en Algérie est un mouvement politique qui revendique la souveraineté exclusive du peuple sur ses institutions, cela en référence aux articles 7 et 8 de la constitution.
Ce mouvement a permis de libérer un certain nombre d’acteurs de la société civile et d’institutions dont l’institution militaire qui a « accompagné » le mouvement dans une première phase : départ du président Bouteflika par l’application de l’article 102 de la constitution.
Cependant, l’absence de compromis va conduire les deux acteurs principaux, le hirak et l’institution militaire, à une confrontation pacifique autour de l’élection présidentielle du 12 décembre 2019.
Ces élections marqueront le retour à la légalité constitutionnelle sans pour autant résoudre la crise de légitimité.
