The popular referendum is one of the most important manifestations of almost direct democracy, and one of the most serious ones through which the people can express their will and exercise their political freedom so that they can exercise their effective role in the exercise of sovereignty.

As well as the continuous increase in the adoption of this method in various forms by involving the people in the important and fateful issues as the sovereign and to refer to it in the constitutional documents and throughout the modern political history of Iraq through its various constitutions and until now.

The aim of the research is to highlight the importance of the popular referendum and its impact on the sovereignty of the people for themselves by highlighting the factors of success and avoiding the negatives in it during the application to reach popular sovereignty and analyze the practical applications of this method in the constitutions of Iraq and until now.
