The issue of commercial fraud is of great scientific and practical importance.

The reality of commercial transactions is now a bitter reality, in which integrity has been lacking and the camel has been mixed.

In reality, there are big economic transformations, market opening and investment for major international companies that have commercial brands, and also the importance in light of the development and prosperity of the world of electronic commerce.

The research aims to protect consumers and the national economy from the repercussions of this dangerous phenomenon and to reduce unemployment among national workers.

It also aims to preserve the prestige and effectiveness of the systems.

Research also contributes to building and community development and fighting commercial fraud in all its forms.

The research problem lies in the clear set of negative damages resulting from commercial and administrative fraud and the spread of moral corruption.

The spread of commercial fraud also generates exhausting, destructive, and dishonest competition for local industries, by flooding markets with inexpensive and low-quality products, with the vibration of systems and their monitoring efficiency.

In this research, analytical methodology as well as induction methodology were used.

The search was divided into an introduction, a preliminary chapter, and three chapters.

The chapters are subtitled «Detective» and were presented in the introductory chapter to introduce the search terms.

The first chapter is entitled «The Search Terms»: In Chapter (2), I addressed civil liability arising from commercial fraud, and in Chapter (3), I addressed civil liability claims.

My research concluded with the most important findings, the most important of which was that the consumer remains the main pillar in the success or failure of state policies to combat and suppress commercial fraud.

Its role is to control those who are insensitive to consumer rights.

I also made a number of recommendations, the most important of which were i) Combat and reduce commercial fraud.
