The agricultural development sector is one of the most important economic sectors as an entry point for comprehensive development in developing countries.

the agricultural sector consists of two areas, vertical agricultural development and horizontal agricultural development, which translates spatially to land reclamation projects, and each of them is important to development, but if the continuation of vertical agricultural development it is considered a necessity required by the conditions of development, the contin-ation of the implementation of land reclamation programs and projects is more necessary for economic, social and urban reasons and issues that enhance the visibility of its role and the most important of which is opening up development horizons for unpopulated regions through the establishment of integrated industrial agricultural societies, increasing the agricultural investment base, increasing the proceeds of foreign exchange.

the high standard of living and the level of welfare of the residents of rural areas, which contributes to reducing the issue of poverty, the possibility of applying modern scientific methods in new regions, increasing employment opportunities, developing many other economic activities which are among the most important issues of comprehensive regional development and thus land reclamation projects are a necessity developmental to achieve the goals of comprehensive regional development.

-the country has directed a lot of efforts in the programs of land reclamation projects, as it began implementing the policy of horizontal agricultural expansion through the establishment of 74 land reclamation projects with a view to reclaiming more than 4.043 million acres in the period 1954 to 2019, but most of those projects did not achieve their various goals and are characterized by low returns development of them on the regional development processes in the governorates in which they are located, in light of the absence of an integrated strategy at the regional level that can regulate development efforts by those interested in the land reclamation process, this led to the lack of success of the policies pursued to achieve the development role of land reclamation projects.
